These articles represent the Constitution of the Joint Military R/C Flyers Club, herein referred to as the JMRC Flyers or the Club. While this constitution recognizes the existence of the Club's By-Laws, this Constitution will supercede the By-Laws in any area of conflict.

ARTICLE 1 - Name

The Name of this organization, herein referred to as the "club", shall be the JOINT MILITARY R/C FLYERS.

ARTICLE 2. Purpose

SECTION 1
The purpose of the club shall be to promote the sport of radio control building and flying on board Marine Corps Base, Camp Pendleton, Ca. Also to aid beginners in the sport and continue the advancement of model aviation.

(1) President - (military, active or retired only)

(2) Vice-president - (Any, non-dependant, Club member over 21 yrs. of age)

(3) Secretary/Treasurer - (Any, non-dependant, Club member over 21 yrs. of age). May be divided into two separate positions.

(4) Editor - (Any Club member)

(5) Executive Board will consist of six (6) members of the club consisting of the club officers, one past president and one member appointed by the president. Other officers and assistants to the Board may be appointed for such functions as the Board deems necessary.

President:
a. Shall preside at all meetings and act as spokesman in all matters pertaining to the club.
b. Shall appoint the chairman of each standing committee and be ex-officio member of all committees.
c. Shall obey all lawful orders of the body and be thoroughly familiar with the club's constitution and the rules thereof.

(1) All club officers shall hold office for a period of one (1) year from the time of their installation. Consecutive terms are authorized.

(2) The Executive Board shall serve at the convenience of the club president.

(3) The election of officers will be held annually. Nominations for new club officers will commence at the November meeting and can be made at any time up to and including the December meeting at which time election of officers will take place. Two-thirds majority of the membership voting will be required to elect a person to office. Election by absentee ballot will be permitted.

(1) Staff members shall be appointed by the president and shall normally be as follows:

Flight Instructors: All flight instructors will be AMA certified at the clubs expense.

Field Marshals: Appointed by the President to assist in maintaining a safe flying environment.

(2) Staff members shall be responsible for their individual area of specialty and shall assist club officers in the conduct of club functions as necessary to better serve the membership.

(3) Field Marshals have authority to immediately ground a club member for safety violations and confiscate the offenders club card. The violation will be reviewed by the Executive Board for determination of appropriate action.

(1) Regular meetings shall be held quarterly on a Wed at 1900. Special meetings shall be held as required.

(2) All regular business affairs and enterprises conducted by the club shall be directed by the officers.

(3) At any regular meetings, a quorum shall consist of ten (10) active members who are present.

(1) All dues are due not later than February 1st each year. Initial membership dues will be as follows:

Active duty military personnel.....................................................................Free

(2) Military members who are in receipt of orders will remain on the roster, with no annual dues due, for a period of thirty-six (36) months.

(3) Non-payment of club dues or failure to maintain current AMA membership will result in revocation of club membership.

(4) Elected club officers will not be assessed dues for their tenure.

(5) Membership cards are the property of the club and must be surrendered upon request.

(1) All radio control modelers who utilize Camp Pendleton's facilities will adhere to the official AMA safety code and the Joint Military R/C Flyers club safety rules (Note: should club rules conflict with base regulations, DOD/Base regulations will supersede where conflict of rules exist):

(2) The first club member to arrive on the flying field at the beginning of flying will notify the Camp Pendleton Range Control Officer (a.k.a., Long rifle) at 760-725-4604 or 0362. The last person to leave at the end of flying will notify Long Rifle that flying has ceased for the day.

(1) Members are held accountable for the actions of their guest. If a member or their guest inhibits other members in the conduct of flying, they will be asked to leave.

(2) Guests may consists of observers (non-flyers) and participants (flyers); There is no annual limit to the number of observers a member may bring (discretion should be used).

(3) Participant guests - All flying guest must have a valid AMA card.

(1) A membership committee shall be appointed by the president consisting of a minimum of one club officer, one military member and one other member.

(2) Selection criteria for new members will be determined by the club officers and submitted to the membership committee by the club President.

(3) When civilian vacancies exist, the secretary/treasurer will so inform the President who will convene a meeting of the membership committee for the purpose of recommending new members.

(4) New members must be approved by 51% of the members in attendance at the next regular club meeting. All new members will be probationary during their first year and may be dropped from the roster for due cause.

(1) Any member(s) who does not maintain the standards set by the Club may be expelled by a majority vote of the members present at the next scheduled club meeting. Any member who has been expelled may be reinstated by a majority vote of the members present at the next scheduled Club meeting following the meeting in which the member was expelled.

(2) Club members may loose their flying rights for 30, 60 or 90 day periods for violation of safety rules. An Club member who sees a violation may bring the offender before the Club members for a vote on expulsion or suspension of membership privileges. Membership dues will not be refunded to any member suspended or expelled.

(3) A Field Marshall has the authority to immediately ground a flyer for repeated safety violations and confiscate his/her membership card. The violation will be reviewed by the Club Officers for determination of appropriate action.

1. In the event a full scale aircraft enters the Camp Pendleton air facility pattern or attempts to land, all model flying will cease and equipment moved off the landing zone (LZ), if time permits, until the aircraft has cleared the area or authorization has been given to resume flying.

2. No flying will be permitted over or within twenty-five (25) feet of the pit areas. Over flight of the pits or parking area is not permitted. When more than one aircraft are airborne, all aircraft will be flown in the area beyond the center line of the LZ.

3. All pilots will operate their aircraft from a line drawn parallel to the pit area. Flying behind the pit area is not permitted. Aircraft are not authorized to taxi between the pits and the flight line.

4. Vehicles will be parked behind the flight line in an orderly fashion.

5. No vehicles shall be parked on the access road. Disabled members who arrive alone shall receive assistance from any other member present or by a field Marshall with parking their vehicle.

6. When two or more planes are flying, touch & goes and low passes are only permitted beyond the center line of the flying field.

7. All obstructions will be kept off the flight line. Chairs or wheelchairs for those who need them for medical reasons may be placed between the pit and flight line while flying.

8. Specialty aircraft (Formula race planes, helicopters, jet aircraft), test flights of new aircraft, and large scale airplanes should be allowed "solo" air time at the discretion of the majority of the flyers present.

9. Formula I racing aircraft will not be flown before 12 noon unless the majority of flyers present agree or no one is using the field. All other aircraft will cease flying when a racing aircraft is being flown.

10. Take off and landings will be in prescribed pattern. All pilots will call "landing" just prior to final approach. If an aircraft is dead stick, someone should announce the event to all flying pilots and the dead stick pilot must be given priority and right of way to land the aircraft.

11. Frequency identifier - The club member will clip his JMRC I.D. on the channel board on the freq displayed on the Freq Board. Flying Guests will clip their AMA card in the same manner. No radio will be turn ON until the member has verified that the frequency is not in use by another member or guest. If more than one member is using the same frequency, efforts must be made to share the frequency equally.

12. All flyers will display a current JMRC flyers membership card. If a flyer does not display a current card, or is not a guest, he is not eligible to use the flying facilities.

13. Buzzing of birds and other wildlife while flying aboard Camp Pendleton is forbidden by base regulations.

14. Drinking: of Alcoholic beverages is STRICTLY PROHIBITED at all flying. sites.

15. Personnel using the flying field shall be held accountable for its condition. All members and guests that fly at the site are required ensure all trash is policed before securing the field.

16. Any member or guest who violates these safety rules can be grounded for the day by any club officer or field marshal. Repeated and/or deliberate safety violations will result in 30, 60, or 90 day suspension. Upon committee review of the offenses, the member may have his membership revoked.
